It is punjab who has has stalled the changes in NFC award for such a long time. Because it wants to keep the rules that benefits them.&#60;br /&#62;
Even if you believe that common punjabi has nothing to do with this...&#60;br /&#62;
You should try to attend the govt meetings on controversial issues like NFC Awards, Water resources and some development projects. And you should listen to govt officials from punjab+pak trying to get everything for big brother. Sometimes it feels like they are not pakistani officials but Punjabi officials first. Their interest lie more with punjab then pakistan....

&#60;p&#62;Do you know the other provinces do not have enough money to pay the salaries to teachers, police man or other elites in the provinces. While Punjab has enough funds to increase the salaries of their government staff ten folds.&#60;br /&#62;
Hahaha interesting enough these elites in other provinces some times wait for 3 to 4 months for their salaries until the provincial govt get the loan from federal govt. And in the next provincial budget feds cut the loan and interest from the provincial budget.... Totally banyya system give them loan and then next time get it back with interest. And all the profits go back to big brother...&#60;br /&#62;

Even in federally funded projects punjab gets everything, left overs are for other provinces....&#60;br /&#62;
It is everywhere jobs,education,funding....&#60;/p&#62;
&#60;p&#62;Take case of baluchistan everybody gets benefited from this cash cow and nobody thought of paying them back on the pretext that the funds will be used by elites in Baluchistan. So don't give them funds or these elites will get the funds.. In a way big brother is saying I am keeping your money until you get rid of your sardars....&#60;/p&#62;

&#60;p&#62;Thats propaganda.The fact of the matter is that they are crying cause other provinces Elites are not getting the lavish sums of money that the Elites in Punjab are getting.The fact of the matter is that its all politics of Elites for the exploitation of the Poor.Believe me even if you change the percentages or reverse it;the condition of ordinary people in all provinces would remain the same.Zero difference would that make to the life of ordinary people.&#60;/p&#62;
&#60;p&#62;Thinking out of the box would make you realize that how to get rid of these blood s*cking Elites and only then justice would prevail or otherwise such political crap would be kept thrown at us, where we are the least beneficiary of it whether we live in Punjab or Sindh or NWFP or Baluchistan.Its the politics of Money and the culprits are Elites.The victims are ordinary people of Pakistan from all provinces!

<description>&#60;p&#62;Problem is other provinces are zar kharid ghulams of punjab. They do the work and only one community gets benefits on expense of others. Although they(other provinces) needed to be fed but not enough so that they can develop and think for themselves.&#60;br /&#62;
If you have met with a punjabi in bureaucracy or military you will get the idea they practically think on racist terms sometimes they do admit it but not always. That is one reason that 70 to 80 percent of jobs in (gov and mil) go to people from one province.&#60;br /&#62;
Chaudhri mentality. Keep them illiterate and resource less...

&#60;p&#62;The NFC award, National Finance Commission award, is the distribution of financial resources among the provinces of Pakistan by the federal government on annual basis. Certain types of taxes collected in each province are pooled, then redistributed according to the NFC formula. What taxes to include in the distribution pool and the distribution formula is a subject of debate. Pakistan has had five NFC awards formulas. The Fifth NFC Award, adopted in 1997, was supposed to be valid for five years but failure to reach agreement on a sixth has meant that the fifth is still in operation.&#60;/p&#62;
&#60;p&#62;Taxes included in the pool are (1) income taxes, (2) general sales tax, (3) wealth taxes, (4) capital gains taxes, and (5) custom duties. The inclusion of custom duties started with the 1997 award. In the 1991 award custom duties had gone exclusively to the federal government. Collections for the Worker Welfare Fund remain in the province where they are collected. Resource royalty is collected by the federal government and distributed to the provinces based on independent agreements.&#60;/p&#62;
&#60;p&#62;In principle the 1997 award specifies that 63% of the pooled taxes will go to the federal government and 37% will be distributed to the provinces. This was a major change from the 20% federal and 80% provincial split under the 1991 award. However the inclusion of custom duties that had previously been 100% federal required an increase in the federal share.&#60;/p&#62;
&#60;p&#62;Most Tax Receipts are collected from Punjab and Sindh.[1] Almost all custom duties are collected at the Port of Karachi.[citation needed] Most of the pooled taxes in the 1997 Award are collected in Sindh province.[citation needed] Hence the NFC award redistributes taxes from Sindh to the rest of Pakistan.[citation needed] Based on the average of the years 1997 through 2000, the approximate percentages of pooled taxes collected by each province are 65% Sindh, 25% Punjab, 7% NWFP, and 3% Balochistan.[citation needed] The approximate actual distribution of pooled taxes to the provinces and to the federal government is 9% Sindh, 23% Punjab, 6% NWFP, 2% Balochistan, and 59% Federal.[citation needed]&#60;/p&#62;
&#60;p&#62;A new NFC Award can not be announced because the four provinces have failed to develop consensus. Consensus has not been reached because Punjab province insists resource distribution on the basis of population alone whereas the other three province, namely North-West Frontier Province, Sindh and Balochistan demand giving importance to the revenue generation by each province, level of poverty in smaller provinces and other related factors as well, while distributing the national resources among provinces through National Finance Commission.
