Punjab Government has started threatening Dunya News management for revealing PIC medicines scandal.

Dunya News broke and highlighted the tragic story about wrong medicines that were being given by the Punjab Institute of Cardiology (PIC).

As a result of these contaminated drugs, more than 137 poor heart patients have lost lives and an uncounted number is still suffering life-threatening allergies.

However, the Punjab government, instead of putting its house in order, has started threatening Dunya News with dire consequences for projecting the cause of the poor people.

Senior anchors and management of Dunya News have been given direct threats.

Journalists and human rights organisations have expressed great concern and resentment over the dictatorial attitude of the Punjab government, and called such steps as attack on free media. Pervez Shaukat, President Federal Union of Journalist, said that any regime s days get numbered when it embarks on such dictatorial steps.

Revealing the extent of threats, senior anchoperson Mubashar Luqman said that anchors and staff have been warned that their wherabouts and addresses had been listed and anything could happen if ruffling truth about Punjab goverbnment s performance was reported further. He said that the callers would even say that they knew the exact addresses of the schools the kids of Dunya News management go to.

Mubashar Luqman also said while the news of the threats is being aired, certain cable operators have reported that they have been pressurised by the Punjab government to cut off Dunya News transmissions.

He said that Punjab government has also been trying to cover the news of bird flu virus in the province because some PML-N stalwarts have huge stakes in the poultry industry.

It is confirmed separately that Dunya News tranmissions in some areas of Rawalpindi have been cut off.

The Supreme Court on Thursday ruled that contempt of court proceedings would be initiated against Prime Minister Yousuf Raza Gilani. The apex court has summoned the premier on Feb 13 when he is expected to be formally indicted.
A seven-member Supreme Court (SC) bench headed by Justice Nasirul Mulk heard the contempt case against Prime Minister Syed Yousuf Raza Gilani. The PM Gilani’s counsel, Aitezaz Ahsan gave arguments before the court.
Aitzaz said acting upon the Rules of Business is a constitutional pre-requisite and under the Business Rules, it is Law Ministry which is to advise the PM on legal affairs. The PM’s Counsel stressed the power of decision will rest with the Prime Minister, in case Attorney General of Pakistan is at variance with the law ministry over the advice. Furthermore, he informed the court that as many as four legal experts advised the PM Gilani in National Reconciliation Ordinance (NRO) case not to write the letter; only the then Attorney General Anwar Mansoor voiced difference of opinion.
Justice Mulk remarked besides Anwar Mansoor, Law Secretary Aqil Mirza also expressed opposition and both of them resigned from their offices over the issue. Justice Mulk queried as to how much weight to be given to the opinion of legal experts in presence of clear-cut court instructions.
Ahsan submitted the court in grade 22 promotion case, bound the Prime Minister to implement the summary. Justice Athar Saeed remarked the Prime Minister is authorized also to dismiss the advice. However, Ahsan said the court held the rejection of advice as incorrect in Grade 22 promotion case. Ahsan said it is not criminal not to use the power to reject the advice. Later, the apex court summoned PM on Feb. 13.

Auditor General of Pakistan has exposed a bigger health scandal involving Punjab's hospital.

The inquiry conducted in the context of deaths due to wrong medication given by the Punjab Institute of Cardiology. The number of deaths due to PIC medicines has crossed an alarming 102 mark, as two more people lost lives on Thursday.

The AGP report says that Punjab procured medicines worth over Rs 130 million from a single company through a single tender. Not just that, hospitals tested medicines on patients in order to check their efficacy.

According to the report, untested medicines were given to patients in Dental Hospital and Jinnah Hospital Lahore, while Sheikh Zayed Hospital Multan administered untested eye drops and lenses to patients which caused them infection.

Dr Javed Akram, Principal Allama Iqbal Medical College, Lahore, who is heading the inquiry team dealing with the PIC scam, said that certain companies have monopolies while certain medicines are administered in Pakistan because lab tests are not available or conducted.

Dr Javed said he should have been given a copy of the AGP report for him to be able to given a proper judgment.

Old parties' days gone, change must: Imran

Imran Khan said that PTI's tsunami of change would facilitate small farmers of Pakistan.

Addressing a public gathering at Bhalwal, he said that downtrodden were being exploited in the name of rules and regulations.

He said that farmers were in dire need of justice as their 30% production was being looted by brokers sitting in the assemblies.

Comparing Indian Punjab with Pakistani Punjab, he said that the PTI was the party which would facilitate the farmers and would provide them every kind of facilities to small farmers.

He said that there is no rule of law. Peoples’ lives and property was at the mercy of looters and plunderers.

He said gone were the days of old political parties and now the PTI would solve all the problems on priority basis.

Referring to NRO case, he said that President has deposited Rs 5 billions in Swiss banks after looting from national economy.

He said that socio economic set up has been ruined as there is tremendous loadshedding of gas and power.

“Victimization of Ethnic minorities in Karachi and Sind by MQM and PPP".
Forecast of Quaid-e-Azam about Pakistan with reference to Provincialism,
( 28 March,1948,Dhaka)
“If we begin to think of ourselves as Bengalis, Punjabis, Sindhis etc. first and Muslims and Pakistanis only incidentally, then Pakistan is bound to disintegrate.”
Above forecast of Quaid-e-Azam was truly proved when in 1971 Pakistan disintegrated, and now still Pakistani nation is still going on same path.
Promotion of Provincialism and Ethnocentrism by President of Pakistan is highly deplorable, and is against the Constitution of Pakistan, in which it is the basic Policy principle of Constitution of Pakistan which directs to make efforts against provincialism but our president is trying to promote provincialism and ethnocentrism.
Investors of Ethnocentrism.
PPP and MQM are main beneficiaries and investors of ethnocentrism, provincialism and sectarianism and therefore Mr. Zardari is trying to divide Pakistani nation on such lines and for sowing seeds of ethnocentrism and provincialism, he and his colleagues are making statements such:
•	As people of other provinces are eating the resources of Baluchistan while in fact those are Balouch Sardars who are mostly involved in making properties in other provinces, Jamali sons behaving like land mafia and are having properties in Sindh, Mengal and Marri are having properties in Karachi, Moreover Mr. Zardari is himself involved in making properties in U.K. (Surrey Palace) and every where in Pakistan (from Marri to Guwadour)
•	Punjab is taking the share of water of Sindh while infact it the Sindh Government which is wasting the River Indus water in land and in Arabian Sea. Due to which many parts of Sindh are suffering from problem of water accumulation leading to stagnant water in lakes and creating swamp lands and rise in sea level.
•	People of Sindh will be converted to minority due to migration of Pukhtoons to Karachi, while in fact if whole of PUKHTOON KHWA population move to Sindh even then it is simply impossible to convert people of Sindh into minority as population of PUKHTOON KHWA is 25 Million and that of Sindh about 50 million.

Sindh and Karachi.
Presently people of Karachi and Sindh are also suffering from this disease and thousands of people have died due to this disease in only Karachi.
This disease makes people mad, blind and deaf ,This is the reason that although people of Karachi and Sindh are most educated in Pakistan and know very well that their leaders are terrorist, killers and corrupted but even then they supports to terrorist, killers and corrupted leaders, and there is no value of life in city of Karachi and Sindh.
As province of Sindh has totally failed in protecting life and property of people of different ethnic groups, So many people have died and murdered due to this disease of ethnocentrism but government of Sindh has taken no concrete measures to counter such murders and crimes, In the era of General Zia-ul-Haq when there used to be any information about any initiation of problem of law and order, Administration used to implement Curfew in the localities for prevention of further loss of life, but at present Provincial Sindh government (due to lust of power ) has totally failed in this regard.
Due to no commitment with any moral and ethical Ideology and due to disease of provincialism and ethnocentrism, criminals are committing their crimes freely and police Department is totally inefficient in protecting the life and property of people which is obvious from following examples.
1) Merciless killing and massacre of Pukhtoons in Karachi on 12 May 2008, in which police and provincial government were found helping the criminals, and officially no investigation was made by provincial government against such delirious crimes.
2) Loot and arson on 27 December 2008, on the day of death of Benazir Bhutto, free hand was given to criminals for each and every type of crime by provincial governments and police and Railway and transport of Ethnic minorities and people of other provinces was main target of these criminals, and later on all cases against these criminals were removed by Chief Minister of Sindh as he is also Chief Justice of High Court.
3) 0n 27 December once again police of province failed event to protect the property of people and free hand was given to criminals in committing their crimes.
4) Target killing of citizens and youth belonging from different ethnic minorities such as Pukhtoons, Punjabis, Balouch and other minorities groups, have become a common pratice, while provincial government has taken no step to counter these crimes, it looks as there is no value of life in front of Sindh government like that of Lalit Moodi government of state of Gujrat in India.
Victimization of Ethnic Minorities in Karachi and Sindh.
VICTIMIZATION BY MQM:
At present ethnic minorities in Karachi on city level are being victimized by MQM, because this party grab all provincial and national assembly seats in Karachi and do not allow other ethnic minorities to reach in the assemblies, and also grab all jobs in city institutions and do not provide proper share to other minorities and by taking the advantage of political situation of this large province all the rights of 52 % ethnic minorities are being hidden and concealed by this ethnic group which represent just 48% population of city.
Even in industries MQM do not force their owners to implement labor laws because MQM take bribes from these Industries. There fore these industries even do not issue appointment letters, gratuity, Provident fund, Medical and pension to their employees, although it should be MQM first priority and responsibility to implement labor laws, for electing themselves for assemblies.
People of Karachi are totally unable to purchase land for themselves while MQM workers have occupied the land of Musharaf Colonies built for evacuatees of Layari Express Way and Landhi and Orangi Cottage Schemes with the name of Altaf Nagar with the help of City Government, which provided this land to MQM WORKERS WITHOUT ANY BALLOTING AND PRICE and freely constructed them and handed over them with papers of lease.
Such ethnic politics is a very convenient and easy way to win seats by snatching bread from the mouth of ethnic minorities and by serving that bread to their favorite majority ethnic group.

VICTIMIZATION AND ABUSE OF KARACHI BY PPP AND INTERIOR SINDH:
PPP and INTERIOR SINDH are continuously victimizing and abusing people of city of Karachi, beginning from the start of inclusion of Karachi in Sindh Province after dissolution of one unit.
Before inclusion in Sindh Karachi was the model of progress in the world and was used by South Korea as a model for development of world trade centre in Korea, but after inclusion in Sindh, the lives of people of Karachi have become miserable and intoleratable. To victimize people of Karachi a quota system was started in Karachi so that jobs of Karachi could be grabbed both on national and provincial level although about 100% population of Karachi depends on jobs and services and there is no other source of income for them while people of interior Sindh are owners of all agricultural land of Sindh but still they grabbed all jobs in Sindh secretariat and there is no representation of local people of Karachi in that secretariat although that is situated in Karachi.
All jobs in Karachi Police, Pakistan steel mill, Pakistan railway, PIA, KESC and other government institutions are being grabbed by peoples who belong from Interior Sindh. Due to no emotional link with Karachi these incompetent rural people from interior Sindh do no work in these Government Institutions there fore all these institutions are dying and infrastructure of Karachi have totally shattered and law and order situation have totally destroyed.
Due to these factors people of Karachi are unable to find jobs in Karachi; therefore they are migrating to other countries and otherwise converting to criminals.
Due to victimization of Citizens of Karachi by ethnocentric and biased PPP policies. There is acute shortage of basic necessities in Karachi such as electricity, gas and water.
Shortage of electricity caused by corruption of PPP politicians with reference to Independent power plants and victimization and opposition of Kalabagh Dam due to biased and unfair policies of interior Sindh and PPP, lives of citizens of Karachi have become totally painful and miserable, as whole life of Citizens of Karachi from home to office or industry revolves with the availability of cheap electricity which is only possible from Dams like Kalabagh. Due to useless and baseless opposition of construction of Kalabagh Dam by interior Sindh politicians without having any concern importance of such cheap electricity for citizens of Karachi, which is like blood, oxygen and soul for people of Karcahi, therefore due to these negative policies people of Karachi are facing such acute shortage of electricity, that they never ever faced such shortage in their life before.
On one side PPP and Politicians of interior Sindh are enjoying huge availability of water from river Indus and freely wasting that water on land for irrigation due to which even ruins of Indus valley civilization are suffering from water logging and accumulation which these ruins have not suffered during previous four thousand years and uselessly wasting about ten million acres feet water in the Arabian sea, but on other side people of Karachi are suffering from acute shortage of water. In areas like Baldia Town and Lyari water is provided to citizens just once a month that is too just for one hour, from that one can imagine how much great victimization is going on in Karachi of its people. More over by victimization of PPP and MQM lives of people of Karachi has totally shattered, and people of Karachi feels as they are living in the era of apartheid like that of South Africa or are being forced to live as per caste system of ancient India.
Such ethnic and racial politics for PPP is a very convenient and easy way to win seats by snatching bread from the mouth of Citizens of Karachi and by serving that bread in the mouth of their favorite majority ethnic group of interior Sindh.
To further victimize to ethnic minorities and to violate and grab their rights Majority ethnic groups (PPP and MQM) are trying to increase their population in the city of Karachi, such as Sindh government forcing people of interior to migrate towards Karachi, MQM is trying to increase its vote bank by bringing Indian and Bangladeshi migrants in Karachi.
As mention above there is need to counter these crimes by changing the structure of the province and the difference in ethnicities could be used for stabilization of that region, the details of which are as follows.
Need of Separate Electoral System in Karachi. and Sindh.
Political Structure should be based on multiculturism and tolerance as these areas are inhabitated by many large and small ethnic groups there will be need to have separate electoral system in that province for Urdu speakers,Sindhi speakers, Pushtoo speakers, Punjabi speakers and Balouchi speakers and there should be seats in provincial assembly as per their population. By separate electoral system ethnic conflicts will be minimized and wastage of votes of ethnic minorities will come to an end. For this purpose there is need to start identification and counting of different minority ethnic groups in Karachi and Sindh so that their rights could be protected from biased and corrupted politicians and officials of majority ethnic groups.
•	At present small ethnic minorities are unable to represent themselves in assemblies as majority ethnic group such as MQM, does not allow them to reach in assemblies by using each and every means, due to which smaller ethnic groups are suffering from distress in city of Karachi.
•	On one side all politics of PPP and MQM depends on ethnocentrism of majority ethnic groups(Sindhies and Urdu Speakers) while on other side these same parties are brutally hiding, concealing and ignoring rights of ethnic minorities like Punjabis, Pukhtoons and Balouchies and even their existence although their population goes in millions.
•	On one side PPP and MQM promoting culture and language of majority ethnic groups(Sindhies and Urdu Speakers) while on other side these same parties are forcing ethnic minorities like Punjabis, Pukhtoons and Balouchies to abandon their culture and languages.
•	Due to victimization of ethnic minorities by MQM and PPP and policy of pleasing of just their favorite ethnic groups (Sindhies and Urdu Speakers), City of Karachi and Sindh have become hell on earth, more people are dying and more victimization is going on in Karachi and Sind daily than Kashmir and Palestine.
Need of a new Province of Karachi.
•	In scenario of uncontrollable region, it is required to create a new province with the name of “Karachi” including all coastal areas of Pakistan, from Thatta to Gwadar, by this the all coastal areas will come under the control of a new geographical entity and it will be easy for that province to administer and manage that same geography in better way with the help of Pakistan Navy.
•	People of Karachi have all abilities and qualities to manage and administer to this new province, without any midwifery and interference from corrupted people like Nisar Khoro from Larkana and Mr. Zardari from Islamabad. In fact people of Karachi are much more noble and efficient, and moderate than these faggots.
•	In view of creation of new provinces in Punjab, it is necessary to counter balance the political consequences of those new provinces to create a new province composed of all coastal areas of Pakistan.
•	Continuous blood shed ,law and order break down, merciless murders of people has made it essential to take serious measures with reference to Karachi, instead of taking cosmetics and superficial measures to control the situation.
•	The greatest problem with the main representative of Karachi, the MQM, is ambiguity and non clear policies, which is the main root cause of all troubles in Karachi.
•	MQM is totally mistaken with reference to scenario of East Pakistan stranded Pakistanis, the main reason for their present condition was their fatal mistake of dispersing themselves in huge population of Bengalese and not accumulating their population in a single well designate area like Karachi. While at that time Chittagong Port was the best place for them to accumulate and demand some type of authority for themselves on the basis of their population, culture, and region.
•	Whether any one accept or not the separate administrative unit of Karachi in the form of Province, a state, an agency or an autonomous region must be made to make some one responsible and accountable for the peace and security and saving the lives of people, whereas under the umbrella of interior Sindh rural Politicians and Islamabad Government officials Karachi will always remain a nuisance and common people will continue to die due to mismanagement and odd administration.
•	By this all ports and coastal areas will come in the same province under one administration with its Head Quarter in Karachi.
•	Inclusion of coastal areas from Thatta to Gwadar and separate electoral system will help to counter any ethnic and racial politics in new province due to presence of a balance in the population of different ethnic groups and their proportional representation in the assemblies.
•	That New administration will improve chain of command and management of ports, coastal areas, fishery department in coastal regions.
•	At present inclusion of coastal areas in Government of Sindh and Baluchistan government is very odd and unnatural, as usually Sindh Government officers have agricultural background and Capital of Baluchistan government is very remote and far away from coastal areas, therefore administration of coastal areas of Pakistan by a single administration in Karachi will be the best option.
•	New Provincial Government will be more accountable with reference to law and order to federal government as compared to present ambiguous and complex structures of Provinces.
Name of New Province.
Name of New province should be as Karachi, Makran, Coastal Areas of Pakistan, or Muhajiran, Sahil-e-Muhajir as these coastal areas are mainly inhabitated by migrants from Africa, India, Interior Sindh, Interior Pakistan and is main location of migratory birds of Siberia.
By inclusion of all coastal areas in one province will make separation and cessation movements weaker in the country.
Conclusion:
From above observations, suggestions and predictions, its quite clear that present ethnic conflicts and loss of life in Karachi and Victimization of citizens from Interior Sindh PPP politicians and MQM could be minimized by Creation of a new province on coastal areas of Pakistan and by using separate electoral system for different ethnic and religious minorities in that province.
By this it will be possible to counter those who are trying to cultivate hatred and confrontation in different segments of society on the basis of ethnocentrism, provincialism and sectarianism, so that they can victimize ethnic minorities and weaker groups just to please their favorite Majority ethnic groups.

PPP, ANP and MQM have become an axis of evils on basis of ethnic’s politics in Pakistan.

These anti Islam and anti Pakistan parties are enemy of progress and prosperity of Pakistan. These three parties are in fact have taken the shape of cancerous disease in the life of people of Pakistan.
These parties are from first day doing every thing to damage Pakistani nation.
Damage caused by PPP to Pakistan:
PPP created disharmony in Pakistan after election of 1970, due to which Pakistan was broken and Islamic and Muslims forces suffered from the greatest defeat of the history, more over 3.0 million people were killed and more than 10 million peoples migrated to India, and Mujeeb the leader from East Pakistan was given death sentence by Yahya in the dictatorship of whom Bhutto was foreign minister and economy of Pakistan and Bangladesh was completely destroyed and Pakistan was officially declared as bankrupt state.
PPP in 1976, after elections used excessive and violent force against Pakistani Citizens, who were protesting against non representation of their candidates in assemblies and due to the fear that PPP will further victimize them for next five years. and so many people were murdered and economy of the country was completely shattered and Pakistan became the poorest of the world and Martial Law was imposed.
In 1979, PPP shamelessly supported the invasion of Soviet Union in Afghanistan, due to which Afghan refugees migrated to Pakistan, PPP made each effort to create hatred against AFGHAN refugees and People.
In 1989 PPP tried to destroy all success in Afghanistan, and abandoned Afghanistan, and great victory of Pakistan in Afghanistan was totally wasted, and Afghan Mujahedeen converted and diverted towards extremism and terrorism due to absence of any noble and sincere leadership like that of General Zia.
In PPP era of 1995-1997, PPP leadership looted the resources of the country and even defense contracts were used for kickbacks and making money.
Loot and arson on 27 December 2008, on the day of death of Benazir Bhutto, free hand was given to criminals for each and every type of crime by provincial governments and police and Railway and transport of Ethnic minorities and people of other provinces was main target of these criminals, and later on all cases against these criminals were removed by Chief Minister of Sindh as he is also Chief Justice of High Court.
In the home of Zardari in Larkana on the same day anti Pakistan slogans were raised, such type of slogans were not raised in any other parts of Sindh and Pakistan.
PPP is also involved in extrajudicial killing of religious people of FATA by using excessive force of Air force and by drones.
Target killing of citizens and youth belonging from different ethnic minorities such as Pukhtoons, Punjabis, Balouch and other minorities groups, have become a common practice, while provincial PPP government has taken no step to counter these crimes, it looks as there is no value of life in front of PPP government like that of Lalit Moodi government of state of Gujrat in India.
PPP has destroyed all institutions of Pakistan, and now also trying to destroy Judiciary and Army.
Ethnic ANP.
ANP Foolish leaders always made wrong decisions for Pukhtoons, such as:
1) Opposition to creation of Pakistan even when not only all Muslims of India but also
British and Hindus had accepted that.
2) Support for Soviet Union occupation on Afghanistan, when all nations of world
including chronic supporters (Libya and Cuba) of Soviet Union opposed that
occupation.
3) Now how blood of Pukhtoons is flowing in NWFP is one of result of Foolish policies
of ANP.
If any one have any desire for welfare of Pukhtoons, they should work for the Union of Pakistan and Afghanistan by which Pukhtoons living in Afghanistan and Pakistan will be united and that will be good for the development and progress of culture, language and economical prosperity of Pukhtoons and other ethnic groups living in both the countries otherwise pseudo acts of changing the names for political gains are meaningless.
By supporting drug mafia and target killers in Karachi, ANP is responsible for murder of hundreds of Pukhtoons in Karachi and is also involved in deaths of so many innocent citizens in FATA and Hazara.
MQM:
The most violent and victimizer of noble citizens is MQM, Its leaders was penalized by a court for burning Pakistani flag, and he was involved in firing case on the door of Dr.Zoha, Dean Faculty of Pharmacy University of Karachi.
Therefore these industries even do not issue appointment letters, gratuity, Provident fund, Medical and pension to their employees, although it should be MQM first priority and responsibility to implement labor laws, for electing themselves for assemblies.
People of Karachi are totally unable to purchase land for themselves while MQM workers have occupied the land of Musharaf Colonies built for evacuatees of Layari Express Way and Landhi and Orangi Cottage Schemes with the name of Altaf Nagar with the help of City Government, which provided this land to MQM WORKERS WITHOUT ANY BALLOTING AND PRICE and freely constructed them and handed over them with papers of lease to MQM workers.
This party was involved in past very serious crimes of murder and arson whenever they were in conflict with any ruling party, this party use tactics of murder and torture cells to victimize its opponents. Recently in month Ramadan this party and PPP and MQM were involved in target killing in the city of Karachi of hundred of people.
Such ethnic politics is a very convenient and easy way to win seats by snatching bread from the mouth of ethnic minorities and by serving that bread to their favorite majority ethnic group.
These parties have become evils for noble citizens of Pakistan. These rogue parties will always create problems in creation of fair and just system in Pakistan. There is need to get rid of such violent and out law parties if we want to create a fair and noble system and society in Pakistan.

Ahsan is almost recklessly outspoken about P.P.P. leaders, even though they are his own political patrons. He speaks admiringly of Benazir Bhutto’s courage and steadfastness but also points out with disdain that she viewed herself as the P.P.P.’s “life chairperson.” And he does not bother to conceal his dim view of Zardari. In the car, as we drove back through the night to Lahore, I asked him how many of the allegations of corruption he believed were justified. “Most of them,” Ahsan said, after a moment’s reflection. “The type of expenses that she had and he has are not from sources of income that can be lawfully explained and accounted for.”

Today Asma Jahangir announced that she is not going to defend Hussain Haqqani and she will not appear before committe constituted by Supreme Court of Pakistan. She also accused Supreme court and specially the Chief Justice to become become under influence of establishment.First of all the word establishment needs a classified and detailed explaination. Why it is being assumed that the word establishment is only meant for Pakistan Armed Forces? Why we do not call Supreme court an establishment?, why we do not consider foreign affairs ministry anestablishment,as the make the strategic policies for country? Why we do not call interior ministry ministry an establishment,as they are supposed to maintain law? Why we do not label Finance ministry as establishment,as they control the whole fiscal and monetary policies. So why these gangs are trying to label Pakistan armed forces and specially the Pakistan Army and world renowned ISI are only, two who are called and labelled as an establishment by a few number of stupids, who
call themselves as liberal and human right activist, enlightened and moderate human being,to help all others, who are in trouble. But this gang has minimized the word establishment only and only for Pakistan Armed Forces. But why these human right activists do not raise their voice against shortage of basic necessecities, rise in prices, increase in crime, corrouption at higher level including their first family members, appointment on the bases of personal likings instead of qualification and merit. Why these so called nobles do not raise their voices, when this present government is not accepting the court judgements and not enforcing them as their true defination.Last but not not least that when Asma Jahangir and others like her,are present in country,we should not feel any fear from accross the border,as the fear creators and originators are permanently residing in country.God save Pakistan and its interests.

Democratic transition: Sparring rivals converge behind closed doors

For all their barbed exchanges in public, the country’s two largest parties have met two-thirds of the way in backdoor negotiations over the democratic transition process, well-placed sources told The Express Tribune.

The ruling Pakistan Peoples Party (PPP) and the opposition Pakistan Muslim League-Nawaz (PML-N) have agreed to four out of their six-point negotiation agenda comprising discussions over Senate elections, snap polls and their modalities, interim set-up,accountability bill, a strong and independent poll supervisory body and the issue of new provinces.

Both parties have agreed to continue their negotiations over the remaining items, sources said, adding that President Asif Ali Zardari and PML-N chief Nawaz Sharif are closely monitoring the negotiations process, ongoing for the last two weeks.

Close and trustworthy associates of both leaders are conducting the negotiations – Senator Pervez Rashid on Nawaz’s behalf and Malik Riaz, the real-estate tycoon, on behalf of the president.

Sources said both Rashid and Riaz first met two weeks ago and discussed the agenda. Both report to their leaders promptly and are aided by a few men who provide the technical support for negotiations, sources added.

The two parties have converged on four points – early elections after the budget, Senate elections, accountability bill, and an independent poll commission.

The modalities of general elections and the interim set-up will be discussed by a different set of negotiators, sources said, adding that the recent meeting between Barrister Aitzaz Ahsan and Senator Ishaq Dar was a part of the negotiations.

Dar and Ahsan reportedly discussed details of the interim setup and modalities of forthcoming general elections.
The last point, new provinces, will be discussed by the top leaders – Prime Minister Yousaf Raza Gilani, and Leader of the Opposition in National Assembly Chaudhry Nisar Ali Khan.

Compromises

Sources further said that both parties have decided to leave judicial issues to the courts. The PML-N would wait for the verdicts, but has decided to not resign from the assemblies – national, or Punjab. The PML-N has also reportedly suspended its movement against the president.

Nawaz took stern notice of Punjab Chief Minister Shahbaz Sharif’s statements against President Zardari, and has asked him to refrain until negotiations are in progress, sources in the party told The Express Tribune.

In return though, sources say, the PML-N has informed PPP it would hold a public gathering in Multan in a month’s time to improve its party graph. The PML-N lost its strength in Multan city after the resignation of former stalwart Javed Hashmi.

Confirmations

The negotiation process was confirmed by senior federal minister and Pakistan Muslim League-Quaid (PML-Q) chief Chaudhry Pervaiz Elahi while talking to The Express Tribune.
He added, however, that his party would step in to incorporate their suggestions once the dialogue matures.
If the PML-N resigns from the Punjab Assembly, Elahi said they would form a government with the PPP in the province and have informed the PML-N thus. The PML-N cannot achieve much without negotiations with the PPP, he added.

The negotiations were also confirmed by PPP’s former finance minister in the Punjab cabinet Chaudhry Tanveer Ashraf Kaira. He said that Dar and Ahsan discussed the interim set-up during their negotiation.

PML-N’s Information Secretary Senator Mushahiddullah Khan, however, said he has no information about any ongoing negotiations.

He added, however, that the government and opposition discussing the modalities of the upcoming general elections, and the interim setup, was the norm. Malik Riaz and Senator Rashid could not be reached for comments, though.

Published in The Express Tribune, January 9th, 2012.

http://tribune.com.pk/story/318737/democratic-transition-sparring-rivals-converge-behind-closed-doors/

This is hilarious especially considering those buffoons who spend day and night on various forums cursing PPP while their leader is busy pandering to the same PPP.

Islamabad—Almost a re-run of former President Pervez Musharraf’s state of affairs a few years ago when the United States had abandoned him in the end. This time President Asif Ali Zardari has been tossed away by the deceptive power and started bidding on new political horses in Pakistan including an emerging leader Imran Khan.

A disappointed Zardari, who had been enjoying US support while sitting in the President House was suddenly in the lurch on confronting Memogate Scandal, reopening of cases after verdict of apex court in review petitions filed by the Government and fast changing regional security situation.

Sources privy to the situation in the President’s camp told this scribe an ineffective Zardari, who has became toothless on security issues was gradually turning useless for the demanding United States. The issues of security and sovereignty have been effectively taken care of by the security apparatus of the country marginalising the role of the President, a friend of the United States.

Declaring Memogate controversy a domestic issue of Pakistan by the United States was a big shock to Zardari who was relying on US support to wriggle out of this controversy which has proven to be a decisive case for him. The opening of NRO cases also bogged him down. The law and order situation and worsening economic situation were nerve- wrecking for a person who was further weakened by the latest NATO attack on Pakistani Check posts. The helplessness was visible from his body language, the sources said.

The US, a deceptive power has started bidding on new horses such as Chairman Tehrik-i-Insaaf Imran Khan whose much talked about meeting with the US ambassador Cameron Munter was considered to be highly significant.

What transpired in that meeting is unknown but it was clear that Imran Khan is one of the leading horses in Pakistan, the United States is needed in turmoil- ridden Pakistan and the region. The expanding vote bank of Imran Khan has compelled political elements to make a beeline outside his house. Imran Khan is number one choice of Washington but Nawaz Sharif as a runner up is also on the list of the super power.

Though Bilawal Bhutto Zardari has been launched silently to lead the party and affairs of the country, but his acceptability with the senior stalwarts of the PPP is a big question mark, who are reported to be distancing from him.

In all these circumstances, a bird of good luck has sit on Prime Minister Yusuf Raza Gilani who has drifted on the central stage. His role to run the party and the government has enhanced manifolds. He has planned to make major changes in coming days.

India has been granted MFN=Most Favored Nation status. This is most stup!d move. Remembering NS statements I believe this move is according to the PML chief's wishes too. Why the heck they don't see the furture of Pakistan go even further down by this move? Our industry has come to halt and allowing India to operate as MFN will be disastrous. Maybe the real aim was not to grant India the MFN=Most Favovored Nation status, but to grant Pakistan another kind of MFN status...MFN= Most F****d Nation :(

**************************************************

Pakistan decides, in principle, to grant MFN status to India: Khar

ISLAMABAD: Pakistan has, in principle, decided to grant Most Favoured Nation (MFN) status to India, said Foreign Minister Hina Rabbani Khar on Wednesday.

Responding to a question during ‘question hour’ in the National Assembly, she said dialogue process with India has been initiated after a gap of two years.

“The top-most priority of the country is to ensure uninterrupted dialogue with India so that the resolution of core Kashmir could be ensured”, he added.

“There are a number of achievements regarding relations with India. We have achieved ground on trade with India. First time in history, the Indian Foreign Minister had attended the reception of Pakistan Foreign Minister in New York,” she said.

To another question she said, Pakistan wanted good relations with India by sticking to its principled stance on Jammu and Kashmir in accordance with the will of the Kashmiri people and to be determined through a free and fair plebiscite under the UN auspices.

During the past three years, Jammu and Kashmir dispute has been discussed during all bilateral interactions between the leadership of the two countries as well as at the Foreign Secretary levels.

“I raised the Jammu and Kashmir issue with my Indian counterpart at the ministerial meeting in New Delhi in July 2011.

The joint statement of the ministerial meeting underscored the need for continued discussion of Jammu and Kashmir in a purposeful and forward-looking manner with a view to finding a peaceful solution by narrowing divergences and building convergences.

ISLAMABAD: The Supreme Court announced on Thursday an overarching judgment on the law and order situation and target killings in Karachi and criticised both the federal and Sindh governments for their failure to ensure peaceful economic activity in the city. It termed the “unimaginable brutalities” a result of a turf war aimed at keeping socio-political control over the city.

We all know the people and the parties involves in Target killings in Karachi. It started in 90's and MQM was the pioneer of not only Target killing where they killed the top brass of various other student political leaders like Najeeb Ahmed of PSF and high profile killings like Raees Amrouhi, Hakeem Saeed, Azeem Tariq and various police officials like "Bhadur Ali, Zeeshan Kazmi. They were also the one who invented the "Boree" culture. They are also the pioneer in torture where they introduced the drilling and chopping of limbs.

They have killed more Muhajirs then other ethnic groups but even now karachi has been controlled by them via Nazims and MPA's and their goons of sector in-charges. Army, Govt. ...every one knows that but for some unknown reason are still silent. It's strange that Army is ever ready to conduct their deadly operations in Baluchistan, FATA, Pukhtoonkhwa but they are reluctant to start an operation clean up against the MQM ...... The largest terrorist group of Pakistan... ISI and Army even have hard proof against Altaf's links with Indian RAW and they even bugged Farooq Sattar meetings with Indians but they are still casting a blind eye.... Why? Is Pakistan a "testing" ground for all these

It's quite evident that law and order situation in Karachi has gone bad to worst. Police and rangers are clearly incapable of maintaing any law in the city. The whole city has been under siege by the Goons of MQM, ANP and PPP. Human life has become a joke now. All the three major share holders are trying to capture the city and milk it illegally to make money and acquire control on the city.

I will still blame MQM for 70% of the deaths, followed by 10% by ANP and rest by PPP, Land and Drug Mafia.

Altaf Hussain has become a Mad dog and Shahi syed, a **** has no idea about dealing with the dog but encourage Pakhtuns to kill the Urdu speakers indiscriminately and vice versa.

There is no point of expecting from that **** Qaim shah who is already busy in his own corruptions along with the rest of PPP leaders and office bearers. Police has no Powers or else, just police could have clean the whole city but due to political promotions, illegal recruitment and transfer of honest police officers to remote areas is one of the main reason of the inefficacy of Police forces.

Pk Politics as being one of the leading, influential websites should demand for an ARMY operation in Karachi against ANY ILLEGAL arms and ammunition, against the land mafia, drug mafia and all the goons of MQM, ANP, PPP along with all the religious extremists elements should be caught, court martialled and sentenced them. There should be a DOOR to DOOR search and night time curfew in areas where there is any suspected gangs. It will take some time and resources but once the operation finish, after the capture of all these goons and seizing all the illegal weapons, Karachi will be much Happier and safe city.

Few days ago, I had a chat with some "Internal" people of Military and PPP administration in a wedding in Karachi...

It seems like as the establishment is now sick of MQM and it's insane chief and have unleashed MQM Haqiqi and PPP Aman committee alliance to nail MQM. On the other hand they have working on the alliance of Sunni Tehreek and ANP.

On other hand MQM has bought a large cache of Heavy weapon from some baluch tribes which has been smuggled via baluchistan.

In last few days I visited, Landhi, Malir, Katti Pahari, Banaras, Sohrab goth and Liyari and have realized that a massacre is order though one would believe that every day killing of 10 to 20 people is already a start of massacre.

The Beginning of this recent wave of "Target Killing" was instrumented by MQM but little they realized that they are unleashing something which they will not be able to stop.

On Discuss, some people initially said that Urdu Speakers were killed but when I visited these areas, it was stated that in the first 120 killed people, 88 were Pashtuns and most of them were labour class and did not had direct affiliation with ANP.

Interestingly, I met an MQM official who confessed that they have bought "Patta wali guns" (Which fires 100 bullets in 1 min) and machine guns which fire 666 bullets per minute)

http://empiresmod.com/help/pictures/BE_HMG.png

Looking at the board, Zardari and co has managed to engage MQM and ANP very cleverly and unfortunately, none of the sides would understand this. I have no sympathy for MQM personally (as probably, you all know) but I would hate to see any innocent person being killed from either side.

Ironically, during so called "Aman Rally" (from pak tower to Marriot Hotel, Karachi) both PPP and MQM supporters along with ANP supporters were heavily armed and blocked most of the clifton for hours. These Spineless idiots didn't had the courage to go to the actual affected areas like Katti Pahari, Banaras, Malir, Korangi (though in my view they these so called rallies are political stunts rather than any real benefit)

The idiot CM of sindh than attended a limited program in the car park of Marriot Karachi (being the most secure place in karachi) where all his social butterflies attended the event with "Lub pay atti hay dua bun kay tamna Meri" in the back ground. How can these idiots expect to bring peace to karachi when the CM does not have guts to visit the affected areas?

Apparently MQM Haqiqi + peoples aman committee after establishing their hold in Landhi, Korangi and Lines area will also "enter" in the MQM areas and one would expect either a heavy resistance from MQM. I see blood on the roads of Karachi. I am sure that Aamir khan is actually a mole in MQM and will soon will be eliminated by MQM.

Bloodbath continues in Karachi, almost 70 people have been killed in last 50 hours, most of the victims were abducted from different areas and tortured and killed and their bodies stuffed in body bags and dumped in different areas of Karachi.

All previous record of killings(in nineties) have been broken this year and death toll(1000+)continues to rise..

In the most brazen attack witnessed in the recent round of violence 15 to 20 gunmen on motorbikes intercepted and stopped a private minibus carrying (plain cloth) elite force police commandos for "checking" at illegal road block set up by them to 'check' and inspect incoming traffic in "their area".Little did they knew that the bus they were stopping carried policemen who were called in to control the violent situation in Korangi. The DSP escorting the bus reportedly introduced himself to those armed men after being surrounded by those armed men,but despite that those terrorist surrounded the bus and indiscriminately started firing on it leaving 4 policemen dead and 25 injured(6 in critical condition).

After that incident phone calls to television channels from Federal B. Area and North Karachi around midnight spoke of the hijacking of another minibus.

The gunmen told the women and children to get off the bus and sped away with men. So far there is no word or confirmation about the fate of that bus..

Similar incident happened last month when MQMized terrorists hijacked a D7 minibus ,roamed in it around the city to catch other victims and then later killed 5 hostages and dumped their bodies inside the bus. Parts of that incident were caught on CCTV cameras)

Businessmen and industrialist who are already distressed after receiving batha(extortion) slips amounting to almost Rs50 million per Day in the name of Zakat,Fitra and Eidi from terrorist affiliated with MQM Altaf,PPP's Liyari Gang,ANP,Sunni Tehreek and JSQM,businessmen and traders bodies(Chamber) are now saying that due to repeated cycle of deadly violence and surge in politics of body bags and extortion its simply not feasible for them to continue their businesses unless Army steps in and take full control of Karachi and bring situation under control and deal with all these all these terrorists affiliated with terror wings of these 'political parties'.

The Federal Investigative Agency (FIA) completed its investigation into the Rs320 million deposited in the bank accounts of Moonis Elahi, the main accused in the multi-billion rupee National Insurance Company Limited (NICL) scam case.
The investigation agency submitted its report to the Supreme Court on Wednesday.
Sources said that Rs320 million were deposited in various bank accounts of Elahi during the NICL’s purchase of land.
Out of this amount, Rs160 million were deposited in the account of his wife, Tehreem Elahi, at Allied Bank Limited’s Liberty Market branch, while Rs110 million were deposited in an account at EFG Bank in England.
The remaining Rs50 million were deposited in the account of the owner of Al-Tahur Company at ABL’s Liberty Market branch.
This amount was first transferred to Meezan Bank Gulberg, then to Al-Baraka Bank Gulberg and finally to the account of Agro Tractor Company, which is owned by Moonis Elahi.
Earlier, four witnesses recorded their statements in the case at the ADG’s camp office at the FIA Punjab office, while the FIA headquarters in Islamabad and the FIA Punjab chapter were directed by the Senate Secretariat for a meeting scheduled to be held on August 25 at 11:00 am.

Why PPP will be re-elected in 2013
Adnan Khalid Rasool July 5, 2011

Purely based on the coverage they have, PPP would always win the highest seats in the National Assembly. PHOTO: PPI

For some reason, every four to five months, Pakistan’s politicians and media start talking about elections. Although everyone says they hope the government will complete its five year term, this does not stop them from making wild predictions about the upcoming elections, whenever they will be held.

Based on what I have observed, this is the harsh truth that the people will eventually come to terms with: Pakistan Peoples Party (PPP) is going to win the next elections.

Before you start sharpening your knives and take a run at me, logically think about the electoral map of Pakistan. In order to understand this better, we will take a look at each party separately.

Pakistan Muslim League-Nawaz (PML-N)

Since the 2008 elections, Mian Saab has been under the impression that it is only a matter of time before he comes back to power. He thinks all he has to do is wait five years and when the next elections take place he will be swept in to power once again, due to the super bad performance of the PPP government.

What Mian Saab has not factored into this plan is the fact that, in 1997, when he last won, he was supported by his own party, PML-Q and the ‘like minded’ group. This gave him better coverage across the country, in areas where he is traditionally not strong, such as Balochistan, Khyber-Pakhtunkhwa and Sindh. Since the division of the PML, PML-N holds Punjab and nothing else. They do not have enough strong candidates to make an impact in Balochistan and Sindh, while they can’t seem to even keep their seats in Abbottabad and Haripur. In addition to this, they have taken a serious beating in southern Punjab courtesy PML-Q and PPP, while their influence on the GT Road cities (Gujranwala to Jehlum) has also been waning.

As it stands, PML-N is having trouble holding down Punjab even though they currently have the majority. The whole good governance bit has fizzled out and the gigantic government expenditures have exposed the failings of the PML-N government. While back in 2008, they had serious support across the province, they now have to deal with the problems that come with being the incumbent party.

So, to say that PML-N can win the majority at the federal level is a bit far-fetched at this point. The best case scenario is to add about five more seats in the National Assembly and hold Punjab for another five years; even this seems hard for them to be honest.

Pakistan Muslim League-Quaid (PML-Q)

Lovingly called the qatil league during the 2008 elections, the PML-Q has bounced back from the days of depression and disappointment. Now that they are a part of the government and enjoying full privileges, they seem to be gearing up to draw a battle line in Punjab with their rivals, the PML-N.

The thing about PML-Q that most people tend to forget is that it is the only party in this country that is genuinely playing politics and enjoying every second of it. They are super flexible, excellent at making deals with anyone, can negotiate their way out of hell and have candidates who are strong in their areas. Even though PML-Q lost the elections in 2008, they managed to form the government in Balochistan while playing the opposition around the country.

PML-Q has safe seats – seats that party candidates are guaranteed to win, regardless of whatever happens. This puts PML-Q in the position of a king maker and after 2008 they have realised that is the role they will continue to play in the politics of Pakistan. So, they are not even aiming to win a majority, but instead are aiming to win 40 to 50 seats in the National Assembly that would allow them to continue playing their role.

Muttahida Qaumi Movement (MQM)

Although they are trying their level best to transform themselves into a national party, they have realised that their basic strength lies in Karachi and the 20 odd seats they hold in the National Assembly. As always, they will side with anyone who forms the government, and even though the PPP has been a challenge for them so far, they will continue to work with them if that means being in the government.

Jamiat Ulema-e-Islam-Fazal (JUI-F)

JUI-F is the only political party in Pakistan that knows its place in Pakistani politics. And, they tend to use this to their advantage all the time. As always, they will always side with the government and if they are lucky they will win 20 to 30 seats in the National Assembly, assuming the Awami National Party (ANP) continues whatever its doing in Khyber-Pakhtunkhwa.

Awami National Party (ANP)

Being a region specific party, they will ally with anyone in power, just like MQM. So effectively, they have no serious issues with who actually wins the majority in the National Assembly.

Pakistan Tehreek-e-Insaaf (PTI)

Regardless of what people say about PTI and Imran Khan, it is not going to sweep into power. It’s not like I have a magic 8-ball that is telling me that; it is based on certain political realities of Pakistan that most people who support PTI and Imran Khan tend to forget all too easily.

1. PTI has a serious issue with finding candidates who are strong enough in their areas to run for elections. By this I do not mean that they cannot find anyone to be their candidate; the issue is finding someone who has a strong backing from within the area.

2. People tend to vote for someone who gets their things done on a regular basis. Most people in a constituency seriously do not give a crap about what is being done in other places; they have more immediate concerns such as roads, hospitals, schools, gas and electrical connections and most importantly, jobs. This inherently means that the person who will end up getting votes will have to flex their political muscles to accommodate the people who voted for them by whatever means necessary. This is something PTI has been staunchly against as they see it as corruption as well as misuse of power. Although their ideas are noble, this also means that they cannot accommodate the people who voted for them.

3. PTI has a strong message in urban areas, while in rural areas it still has a lot of ground to cover. They have a good message but they have to battle it out with established candidates which is extremely hard to do, as they lack the candidates to put up a strong challenge.

But even with these issues, the best case scenario for PTI is to maybe get about 30 seats in mostly urban areas. This is not enough by long shot to form a government.

Pakistan Peoples Party (PPP)

PPP is probably the most hated party right now in the country, courtesy their poor style of governance and their age old technique of always playing the victim. But, even with this sort of heavy baggage, it is a party that has the most coverage. They have a strong standing in Sindh, some standing in southern Punjab, for some reason they have strong candidates in Balochistan and they just ally with whoever wins in Khyber-Pakhtunkhwa.

Purely based on the coverage they have, PPP would always win the highest seats in the National Assembly. Let me repeat this: it is not due to their good governance or anything; it’s just that they are really spread out. Even in the worst case scenario, they would still have more seats in the National Assembly than any other party in Pakistan.

Apart from coverage, they have one more advantage that is not mentioned enough – their vote bank is rock solid while their opposition’s vote bank has fractured over time. This can be observed from the example of results of major constituencies in Punjab:

Sialkot NA 111
Name Party Votes
Dr Firdous Aashiq Awan PPP 77,834
Chaudhry Amir Hussain PML-Q 45,704
Adrees Bajwa PML-N 38,589

Vehari NA 168
Name Party Votes
Aseem Daultana PPP 49,172
Ishaq Khan Khakwani PML-Q 47,898
Tehmina Daultana PML-N 26,413

Rawalpindi NA 51
Name Party Votes
Raja Pervaiz Ashraf PPP 80,221
Raja Qasim Javed PML Q 71,488
Chaudhry Muhammad Riaz PML N 56,332

Although these are just three examples, a detailed study of the elections results shows that this is the trend overall. Since the PML vote bank is split between N and Q, PPP gets the benefit and wins even though their vote bank is way below the total PML one in various areas. Add to this the seat adjustment that PPP will have with PML-Q next time around and you end up with PPP picking up seats where they are not really too strong.

So based on these scenarios, even if Pakistan did have an election within the next three months, we would end up with the same government.

What most people refuse to understand is that a democracy, which Pakistan is slowly becoming, works through negotiations and political deal making that normally result in coalition governments. There is no way that one party can win an outright majority and form a single party government.

PML-N and PTI might believe that they can sweep the elections but the ground realities are very different from their assumptions. For PTI, it would also mean that they have to work with MQM, ANP, and probably PML-N or PML-Q, all of which are parties PTI has called various names such as qatil, corrupt, dhokay baaz and so on.

So, for all practical purposes, we are stuck with a government similar to the one we have had for a long time. At least until Mian Saab figures out that he needs to form coalitions and work with others on equal terms if he ever wants to form the government.

The current ruling regime is no doubt a product of NRO. This curse cast over Pakistan by Pervez Musharraf and still lingers on fully supported by General Ashfaq Pervez Kiyani. In future political change is not to be seen cuz Zardari has secured his place as a winner for next General Elections.

Those who were counting the days of Pakistan Peoples Party's (PPP) Government since its inception in 2008 have seen a great blow to their hopes when this party that was believed to have lost all the support of the masses, swept the polls of Azad Jammu & Kashmir (AJK) Assembly to register an unimaginable victory.

The events that took place before and after the AJK polls confirmed the notion that like in 1977, PPP leadership is again trying to supersede the public opinion by mass forgery and rigging in the forthcoming General Elections in Pakistan.

Many critics had analyzed that after so much of looting and destroying every institution including the Army, the support for PPP would see a never returning nosedive.

Nevertheless, it is clear underestimation of hidden capabilities of the most clever and unpredictable leader of PPP, Mr. Asif Ali Zardari who has taken every opposing force at his point blank. From leading coalition parties that had once treated him like enemy were used to kick out the then President Pervez Musharraf and then reach the top seat of power in Pakistan, Asif Ali Zardari cleverly maneuvered his steps and dodged many seasoned politicians like a perfect chess player. Even the strongest critics of President Zardari, have now understood that beating or defeating Mr. Zardari on fair grounds is next to impossible.

The biggest victim of Mr. Zardari's masterminding capabilities was none other than Mr. Nawaz Sharif. Based on available seats Mr. Sharif was not able to form a Government in the center so he had to trust what Mr. Zardari promised to him at the time of forming the PPP Government. From the vote of Confidence to Prime Minister, Mr. Yousuf Raza Gilani until overthrowing Gen. R. Pervez Musharraf, the moves of Mr. Zardari were calculated and well orchestrated.

The issue of Chief Justice was a turning point and a matter of great stress for the PPP leadership to handle. The exit of Nawaz Sharif from the Coalition and still supporting the PPP regime from the back door was the biggest achievement of Mr. Zardari. After taking all the benefits from PML N and later from MQM and now from PML Q, it is an unexpected outcome that PPP regime is close to complete its 4th year in Power as compared to two eras of Benazir Bhutto who saw less than three years in power. In this whole era of PPP, rule after the exit of Gen. R. Pervez Musharraf, the looting, the destruction of national institutions and completely deteriorated law and order situation with enormous price hike in basic commodities plus scarcity of electricity and natural gas, jammed and locked the progress of the country.

Coming back to the most shameful and ugliest attitude during the AJK polls, the real face of the two mainstream political parties has become visible to many who were thinking that at least PML N has transformed into a sensible party. However, unfortunately all the hopes were drained after seeing rigging under the nose of these parties who capitalized the opportunity on the polling stations of their influence.

MQM and other political parties who were dreaming to create any stir in the politics clearly understood and foreseen the possibility of similar kind of rigging and complete destruction of fair elections in the forthcoming polls for the National Assembly. The reality is quite shocking, PPP is all set to win the next General Elections the same way as they did in AJK polls. The tactic is to achieve the target by hook or by crook. I would also state clearly that if the present regime and present system of elections would prevail, we should forget about thinking of any new leader emerging out of the rubble of our already devastated hopes.

Imran Khan is a fair leader no doubt, with principles so strong and based on purity and sincerity, but the chessboard is extremely different to play on. At one side, there are cunning and opportunist leaders who threw the nation into devastation since long and on the other side; there are forces that are holding the flag of truth and sincerity to the nation. If the same old rigged and forged voter lists are to be based, then we should say goodbye to the future of Pakistan. Imran Khan is striving for NADRA based Voter lists to be prepared and made available for the next elections. It is a fair demand and will ensure the legality of polls, but it is also true that any fair rules would not support the quest of PPP or even PML N to retain their position in the next elections.

Many people want USA to take notice of the unfair and criminal rigging in AJK polls but those people have unfortunately not yet understood that seeing PPP and Zardari Mafia at the hot seat is in the best interest of America. Those slaves that are performing according to the script are not eliminated but are strengthened. At present times when USA is acting without minor obstruction from Pakistani Government, it is extremely unrealistic to think that US would take any notice of public opinion and would formulate its policy to deal with present Pakistani Government taking keeping in view of the sentiments of the Pakistani people.

I am not hopeful that we may see any breakthrough in the next elections too. Imran Khan would be leading the parallel polls but on the big day, only those forces would occupy the parliament that are smashing the fair principles and destroying the true spirit of democracy.

With the new wave of target killing and uncontrolled law and order situation in Karachi, the biggest city of Pakistan, I am also seeing a potential chance of MQM boycotting the next elections. This boycott may become a reality because PPP would not allow MQM to freely participate in the next elections, the same way as they barred them from AJK polls. Hope is dyeing with every second and there is little expectation from the Army to act in the interest of the nation as PPP is serving to the interests of some greedy Generals too by letting them jump in the pool of benefits achieved through US Aid, that is meant only for those in power but not for the masses.

Maurice Duverger, a French politician, a jurist and an emeritus professor of the Sorbonne, was the first to discover that countries practicing single-member district plurality (SMDP), or as we call them first-past-the-post or winner-takes-all, end up breeding a two-party system. In Pakistan, we have a voting system whereby “voters have a single vote which they can cast for a single candidate in their constituency, in which only one legislative seat is available.”

As a consequence of SMDP-based elections in 1970, 1977, 1985, 1988, 1990, 1993, 1997, 2002 and 2008, Pakistan has a two party electoral system (frequent military interventions have at times distorted the natural evolution of a two-party system). As per Duverger’s Law we have the PPP and the PML-N; two major parties with dissimilar ideologies. Under the Law, if the PTI, a minor party, tries to exploit established vote banks, the PTI will draw votes from a major party most similar to the PTI. And, that would most certainly be the PML-N not the PPP (as a result, the PPP, the most dissimilar party to the PTI, will win). What then is the probability that the PPP would come back with a majority? A two-third majority?

In 2008, Karachi elected 20 MNAs, the most from any one city. The MQM won 17 general seats and the PPP won three. The NA-239, 248 and 258 are PPP strongholds. In NA-248, Nabeel Ahmed Gabol of PPP polled some 85 percent of all valid votes. NA-240, Karachi II, was hotly contested but MQM won by a small margin.

Lahore sends in 12 MNAs. Here, NA-118, 120, 121, 122, 123, 124, 127 and 128 are the PML-N’s traditional strongholds where its candidates win by extra-wide margins. Moreover, NA-119 was won by Hamza Shehbaz, uncontested. In NA-125 Khawaja Saad Rafique polled more than 70,000 votes. NA-129, Lahore XII, was hotly contested by the PML-N, PPP and PML-Q but the PPP won. In NA-130, the PPP won and next time around the PTI would further cut down the PML-N and the PPP will win with a wider margin.

Faisalabad has 11 general seats of which eight are in rural areas. Of the total population around 64 percent is rural. According to extensive research into election results from 1977, 1985, 1988, 1990, 1993, 1997 and 2002 conducted by Dr Mughees Ahmed, “Only biradaries in numerical majority are successful. It means that people cast their votes to biradari supported candidates.” Six of the largest biradaries are Jaat, Rajput, Arain, Kharal, Baloch and Gujar. For the PTI to win a seat or two in Faisalabad, Imran Khan would have to team up with one or more of the six biradaries.

Balochistan has a total of 14 general seats. In NA-259 and 260, the PTI can be a spoiler whereby the PPP will win by even wider margins. Most other constituencies are strongholds of the Jamalis, Jogezais, Mandokhails, Kakars, Bugtis, Rinds, Marris, Kurds, Durranis and Bizenjos. Is the PTI going to join forces with the sardars?

Can the PTI grab a seat or two in Sukkar, Ghotki, Shikarpur, Nawabshah, Khairpur, Hyderabad, Badin, Mirpurkhas, Tharparkar, Dadu, Sanghar or Thatta? Looks very, very difficult. Can the PTI win one of the four seats from Peshawar? What are PTI’s chances in Nowshera, Charsada, Mardan, Swabi, Kohat, Karak, Haripur or Mansehra? How about Abbotabad? May be a couple of seats-at best.

Punjab sends in 148 MNAs. The PTI’s chances in Lodhran, Khanewal, Pakpattan, Vehari, DG Khan, Rajanpur, Muzafargarh, Layyah, Bahawalpur and Bahawalnagar are quite dismal. How about winning a handful of seats from Sargodha, Mianwalli, Gujranwala, Sialkot, Sheikhupura and Multan? Perhaps, but a handful at best. Imran Khan is bound to become the ‘spoiler’ whereby the PTI’s candidates have little or no chance of wining but the party’s presence in the election will draw votes from the PML-N thus causing the PPP to win by even wider margins. To be certain, the ‘spoiler effect’ has a firm statistical basis referred to as the ‘independence of irrelevant alternatives’.

ممنوعہ بور اسلحہ دوڑ میں خواتین پارلیمینٹرین بھی شامل
Published on 09. Aug, 2011

Recently, I visited karachi and stayed in Marriot Karachi. Interestingly I noticed that PPP high officials are actually using Marriot Karachi as their 2nd home. A Deluxe room costs around 10000, to 15000 per night (4th and 5th floor) while the suite (on 6th and 7th floor) and Presidential suite?? will cost a fortune has been used by PPP leaders including (Shermila Faruqi and the gang)

In this financial turmoil, how can PPP justify these expenditures? I am not going to comment on Reema and some PPP office bearers coming out of same suite (I am sure they must be discussing some important issues like, Drone attacks with Reema) and Shermila Farooqi in her inappropriate cloths.

Neither will I comment on her miscarriage/abortion in one of the hospitals in south of Karachi as this is their private matter plus PPP is famous for their political prostitution anyway and these social butterflies know their way to the top positions via Marriot's Suites around Pakistan. I wasn't shocked but it did infuriated me to know the details as these so called people actually govern the common people of Pakistan.

People are sick of these b****s but no one is actually doing any thing. It was transcribed to me when I swear at PPP officials (being backed by a around 10/15 people who also joined me later) for blocking the road at Marriot and all Police officials were smiling and actually encouraged me to do more. Our mob mentality makes us not different than goons on the road but we do lack an honest leadership in pakistan.

Well Recently I happened to meet my old friend. He is the keen obervor of Politics of Pakistan and interestingely most of the time he is absolutely right as he has close contacts in the media and in higher echelons of Pakistani Politics. So below are some of the points he had envisaged starting from Ramazan to the next election.

Anyone can Agree or Disagree but that is his viewpoint but based on his previous good foresight atleast I agree with him but everyone have the right to Agree or Disagree as it is just a viewpoint.

Below are some of the Points that he had envisaged. I cannot summarize all of them but whatever I can I am going to write here.

1) In the Midst of the Ramadan PPP will give a call to the creation of New Province in Punjab. That Province will be made on the Basis of Language to create Ethnic Division in Punjab.

PPP will benefit from this ethnic division in the next elections along with PMLQ as PMLN naturally will go against any Province on the basis of language like they go against Hazara Province and lost their votes in Hazara regions and similarly PMLN will lose votes on Linguistic basis in South Punjab and the obvious benefactor will be PPP and PMLQ.

2) The calls will be made to have a role of Gailani's son to be the next Chief Minister of that province based on Linguistic basis and under his role PPP will manage majority of seats in newly created province for next elections as PPP will benefit from ethnic hatred that it will create in Punjab.

3) The new Province in Punjab according to Constitution of Pakistan 1973 will be given equal seats in Senate and it will give PPP a new dominance in Politics of Pakistan and in Senate PPP will have Majority then.

4)Since Gailani's son will be given role in New province of Punjab in the meanwhile Bilawal Bhutto Zardari will be elected from Sindh and in the next election Bilawal from Sindh and Gailani's son from Seraiki Province will be given roles to dominate Pakistan.

5) In the meanwhile PPP will lose majority in Upper Punjab because of this division as Upper Punjab traditionally goes against those Political Parties that create Ethnic rifes and tensions in Pakistan but PPP have no problem in it as PMLN will be countered by PTI as PTI will win some seats from Urban Areas of Punjab but PTI is neither powerful enough to win all seats in Upper Punjab and after winning they will not make alliance with PMLN either and in Lower Punjab region PTI is not powerful enough to win any seat so far. Nor PTI is powerful in Sindh so PTI is not any Problem for PPP but a Vote Bank of PMLN will be divided in next elections by PTI and PTI could win from Cities like Lahore and in this manner PMLN will be reduced to a mere regional party with some seats.

6) Since PTI and PMLN have differences so PTI will not make alliance with PMLN in making opposition in next elections and this simply means a smaller and meaningless Opposition.

7) In the meanwhile

i) MQM from Karachi will win again in next elections.

ii)PPP will win from Seraiki regions based on ethnic hatred
that PPP will infuse in Punjab. Also some seats will be taken by PMLQ as well. In Hazara regions as well PMLQ will be the benefactor as well along with PPP as obviously PMLN popularity in Hazara is in shackles right now.

iii)PPP will also win from Interior Sindh.

iv) PTI will divide vote bank of PMLN so PTI will effectively act as an Energy Sapper of PMLN and will benefit PPP the most.
As PTI dont have the power to win all seats neither they will sit with PPP or MQM based on their Politcal agenda.

v) Either PPP or PTI or ANP will win from KPK and obviously no problem for PPP and same is the case in Balochistan. PPP had already won enough seats from Kashmir so no problem for them in Kashmir region.

THE END RESULT IS:

PPP will again win in Next elections but this time We will have Bilawal in the key role or as a Chairman of PPP or Probably Prime Minister as well.

Pakistani People on the other hand will be on the losing streak as always.

Corruption Inc.
By Mahreen Khan
Published: July 14, 2011

The writer is a barrister and a public policy graduate from Harvard University mahreen.khan@tribune.com.pk

Corruption, over the past three years, has reportedly reached a figure which defies hyperbole. Transparency International estimates that Rs3 trillion has been bled out of the economy by the Zardari-Gilani government. It seems such a fantastic number, almost too large to even comprehend. Yet this news story did not even make the front pages, indicative of a society now inured to dishonesty and wrongdoing.

Irrespective of whether the figure is correct or not, it is instructive to examine how societal values became so degraded that such a news story provokes not even a functional denial from the government nor a whimper from civil society. The current government, led by the PPP and in which several friends of the president have high posts, knows that no matter how much the media bleat on about graft and financial scandals, it does not matter one bit because the public remains unmoved and no entity has the ability, the courage or the resources to take action. The chief justice and the Supreme Court, despite their huffing and puffing, have been unable to blow the house down on corruption, cronyism and abuse of power. Opposition parties, including Nawaz Sharif’s, also tarnished by sleaze, disingenuously use corruption as a stick to beat the government with. Yet they have no desire for any substantive change in the system, of which they themselves aspire to be beneficiaries when ‘their turn’ arrives.

How did our society become so tolerant of such blatantly corrupt practices? Was it always like this? You ask the elders of society and they narrate that in the 1950s and 1960s making a living was hard. The new nation was beset with millions starting new lives, a nascent economy and negligible infrastructure or industry. Unemployment was very high. Young men were desperate for jobs. People preferred to eat only two meals a day but would not countenance running a household on the proceeds of crime or corruption.

Yet such solid values, the fundamental creed that you live on what little you have but you never steal or cheat to get ahead, seem almost apocryphal now. Instead, we live under a system where people are let off for wrongdoing because of their family ties, their baradari, their connections. The lack of consequences for wrongdoing permeates every sphere of our lives. There are no legal consequences for breaking the law and there is no social disgrace for being corrupt. In fact, being corrupt is socially acceptable, even as an aspiration to becoming wealthy quickly, by any means necessary. It is seen as an achievement, an acceptable route for success, of gaining social status, worthy of emulation, even envy.

All of us collude and contribute to this erosion of basic truths. Corruption is unethical, dishonest and immoral. Period. Justifying bribery as ‘understandable’ in some cases, such as policemen or public servants, whose salaries are a pittance, is a travesty against those who eke out an existence on that very pittance, making do and supporting families until old age. There are tens of millions of such people, office workers, junior grade public servants, ordinary folk who support their entire families on the same salaries that others use as an excuse to indulge in blatant bribery and dishonesty.

Those who accept and advance such mitigations for corrupt practices have corroded the precepts of right and wrong in our society. They are responsible for inculcating dishonesty as a socially acceptable way of life. Excusing bribery, corruption and crime on the basis of economic need is an insidious disservice to everyone, especially those it claims to empathise with. It has culminated in a society where the rule of law is just a silly rumour and a government which is unashamedly scaling the heights of sleaze. The ruling party now seems to practice corruption as a valid aspect of governance, a privilege of power, a right since it is in power. The result is ‘Corruption Inc.’, a publicly-owned company, which we bought shares in the day we failed to challenge our fathers, uncles and friends for living on the proceeds of dishonesty and deceit.

The Political Smokescreen

Pakistan’s inept and self-serving politicians are trying to up the ante in the federal political scene, ostensibly to make the people forget and ignore what happened on May 02
On May 02, 2011, the PPP-led federal government swore in two federal ministers, four state ministers and four other members from the PML-Q, the erstwhile murderers of Benazir Bhutto, the PPP chairperson who was assassinated in a terror attack on December 27, 2009. The President of Pakistan and widower of Benazir Bhutto, Asif Ali Zardari, administered the oath. His expressions upon signing the appointment letters were a treat if watched carefully; the President muttered under his breath as he approved the PML-Q legislators as government ministers. PM Gilani, the chief executive of the Pakistan government, sat quietly like the ornamental piece he usually is when his colleague and fellow Co-Chairman is present.

And while President Zardari is not shy to repeat the notion that his party and family has suffered from terrorism, it seems highly unlikely that he himself knows what terrorism in Pakistan really is, courtesy the security protocol and box cordon he enjoys as President of Pakistan. Perhaps even the soul of Benazir Bhutto has stopped asking for justice and for the capture and trial of her killers, after it has become apparent that nobody in Pakistan is safe, that any foreign power can come in, strike, and leave as it pleases, and that Pakistan is a country which showers praise and blessings on killers instead of demonizing them and reiterating the call of justice – Mumtaz Qadri is a perfect example.

Pakistan’s ‘free’ media quickly jumped on the story a month before it actually happened – main news channels covered the PPP-PML-Q negotiations on a daily basis, and presented conjecture over the give-and-take of ministries, portfolios and powers. The biggest party to suffer from this alliance, the PML-N, also appeared rudderless because its Quaid, Nawaz Sharif, was recovering after a near-death surgical experience in the UK. Of course, Chaudhry Nisar, the Leader of the Opposition in the National Assembly, continued his tirade against the ‘bandar-baant’ (literally meaning ‘distributing to monkeys’) of ministries and portfolios. His party members said that Zulfikar Bhutto and Zahoor Elahi – political enemies in their day – would be turning in their graves if they could see what their scions and successors are doing. Interestingly, Ch Nisar forgot all about ‘what the ISI was doing’ – as he was repeatedly ranting about it in the last few days of April – after May 02, when the whole world started asking that question – albeit under the ambit of a wholly different issue. But the PML-N is overly glad that if it had to face backlash from the Raymond Davis affair, it can heap blame on the PPP for the Abbottabad operation. Of course, it might have an axe to grind as well – reports suggest that Osama bin Laden was a financier of Nawaz Sharif’s 1997 electoral campaign, in which he incidentally won more than two-thirds of the National Assembly seats and acquired the ability to change the country’s constitution at will.

Pakistan’s political parties – and the inept and self-interested politicians who fill their ranks – are only concerned about their own lives and person. After a dastardly and secret attack on the country’s sovereignty, political parties and politicians continued to play according to a script where their own political games can progress, while the sanctity and respect of the nation went to the dogs.

The PPP defended the Armed Forces and the nation not in its capacity as a political party, but as a begrudging responsibility that it carries as the federal government.

Gibran Peshimam accurately states that “it was painful watching our prime minister fumble through a policy statement following the killing of the world’s most wanted man on Pakistani soil”. The PML-Q remained quiet – it became part of the government after Operation Geronimo had already finished – and busied itself with accumulated power and commencing the exercise thereof. The PML-N asked for accountability and transparency in the Armed Forces’ operations, and wants ‘heads to roll’ – its ultimate design is to cash in on the government’s failure over the entire OBL fiasco, according to Irfan Ghauri. Maybe Shahbaz Sharif, Nawaz Sharif’s younger brother and Chief Minister of Punjab province, would do better if he increased the salaries of Pakistan’s young doctors – maybe then, Nawaz Sharif won’t have to go abroad for treatment.

The crucial question is why the Armed Forces – the Army, the ISI, the Air Force – were silent for a prolonged period after President Obama’s announcement. The answer is simple; they (wrongly) expected the civilian government – which claims that it is politically powerful and exercising oversight over the Armed Forces – to back them up and to defend the country against propaganda attacks and psychological warfare that would commence afterwards. However, Pakistan’s political parties themselves are experts in conducting psychological warfare against their own people – and the media is sometimes a willing participant in this pursuit. The Foreign Office of Pakistan, usually considered an ISI mouthpiece by the ‘liberal’ media, also tried to defend the Army, but made some statements that were later proven wrong (but still not retracted) like the issue of radar coverage, where the PAF denied that radars were jammed or switched off when US helicopters entered Pakistani airspace.

On that day, Salman Bashir inadvertently allowed the media and security analysts to bash the FO as well as Pakistan, the Army, the Armed Forces in general, and the people of the country in general. Well, at least the FO tried to clear the air.

PM Gilani proceeded on a trip to France immediately after the dust settled from the Osama assassination – logic dictates that the PM should have cancelled all foreign trips after this shock. But it appears that nobody, not even the Prime Minister, would give up an opportunity to spend a few days outside the terror-infested, electricity-hungry, inflation-ridden country of Pakistan. Agreeing with this logic, President Zardari himself left for Kuwait on an official two-day visit.

Pretty soon, the MQM also joined the federal cabinet (again) after leaving it for the third time in this parliamentary tenure. The MQM’s national political policy seems to be similar to the social life of a ‘simple girl’ – immediately desisting, disengaging, and then running away whenever anyone gets ‘too close for comfort’. The PPP and the MQM need each other to run Sindh successfully and bring peace to Karachi. However, the MQM has a very acrimonious relationship with the ANP in Sindh – the ANP and PPP are also allies in the center, because the ANP carries the Khyber-Pakhtunkhwa province. The PPP’s ineptitude at politics becomes more evident when the practices of its partners fulfill the following paradigm; that the friend of my friend is my enemy (even though both belong to the same country).

In all this tumult, the PTI is continuing its mass contact and social mobilization campaign; its drive against drone strikes and in pursuit of stopping NATO passage through Pakistan was only bolstered when the Osama operation happened, and Imran Khan has been quick to demand the President and Prime Minister’s resignation over the matter. Shah Mahmood Qureshi, the former Foreign Minister, senior party member of the PPP, and custodian of the shrines of Bahauddin Zikriya and Shah-Rukne-Alam, also demanded that the President and Prime Minister resign because they were unable to protect the sovereignty and integrity of Pakistan – which they were sworn to by sacred oath. But the Pakistani media and its pundits are quick to discredit both these politicians, and lump them together as pawns of the ISI. How Shah Mahmood Qureshi of the PPP, Imran Khan of the PTI, and the ISI of the Pakistan Army, can be connected together in a single sentence (let alone under a single political banner) is a subject of inquiry that would baffle many political scientists, but the Pakistani media (with its vested interests) and the Pakistani people (with their love for conspiracies) believe it as matter of fact, and readily gulp down such “truths” on mere face value as and when the media feeds it to them. Nobody sees how a Sufi saint from Multan and a cricketing hero from Mianwali could agree on this point – maybe everyone forgets that both of these individuals are Pakistani, in a country where many citizens are Pakistani just in name; just for the sake of an identity. Maybe if Pakistan had more Pakistanis than N-leaguers and jiyalas, the country would not have been in such a state.

Putting party and politics before country has become standard operating procedure for these politicians who lie, cheat and steal to get to the top. They lie to the people’s face, via the media, and claim to be sensitive to their problems when they are not even aware what their constituents’ problems are. Shahbaz Sharif represents the constituency of Bhakkar in the Punjab Assembly, yet has only visited ‘his constituency’ only 4 times since he got elected. Bilawal Bhutto Zardari is going to inherit his grandfather’s electoral constituencies in Larkana, when he has barely spent more than 4-5 years of his entire life in Pakistan. So much for good governance and the rule of the people.

The religious parties in Pakistan redoubled their mass contact efforts against the US, and invested more vigor in their extremist campaign of turning Pakistan into a ‘devout and pious Islamic state’ where men will be defined by beards and women by the burka. Again, this is mere politicking – the religious parties know that if they stop haranguing the federal government and reminding the people about America, they will have no cards to play in the bluff game that is Pakistani politics.

However, the shrewd Mubasher Lucman was successful in revealing the true face of these ‘America-hating’ religious parties: he showed that higher-level functionaries of these so-called anti-American religious parties were receiving funds from US donors (probably a state institution like USAID) to start up a children’s channel in Pakistan. Of course, when money comes in, religion can be bought and sold too. When the religious leaders of Pakistan have no qualms about declaring one person a Muslim and another an infidel (on the basis of questionable factors, if there are any factors to consider) it becomes more plausible to understand how illiteracy and absence of social safety nets pushes uneducated Muslim families closer to their imam’s and ulema’s, who can proceed to extort and manipulate them in the name of Allah, train their children to kill people and blow themselves up, and be free from prosecution and blame because they are ‘men of the beard’ (like priests are ‘men of the cloth’).

The fact remains that the people of Pakistan will suffer because of Osama’s death: while the government and Armed Forces remain insulated, it is the Pakistani people who will be called terrorists and extremists by the international community. The Pakistani people will be blamed for harbouring terrorists, and the Pakistani people will also continue to be killed by the Pakistani Taliban (TTP) and Al Qaeda for the ‘betrayal’ of Osama bin Laden.

Ammar Aziz is absolutely right when he says that “this assassination of Osama bin Laden is meaningless unless each one of us kills the Osama within. Otherwise they will keep killing you, me and all of us.” The same security paradigm is true for an effective political ethos; we as Pakistanis must stop blaming an ineffective government and stop depending on it; Pakistanis must resolve to take their problems head on, and resolve them collectively, otherwise other people (Pakistanis and foreigners) will continue to take advantage of the country’s problems and its people’s anger against the status quo.

Right now, the biggest existential threat that Pakistan faces does not come from within; it comes from itself.

President Zardari arrived on a short trip to Pakistan. Today he chaired a meeting along with PM Gillani in which they reviewed the deteriorating law and order situation in Karachi.

In the same meeting they decided to restore commissionerate system and appointed little known Works and Services Minister Manzoor Wasan as interior minister sindh while Works and Services Ministry portfolio was given to Dr Zulfiqar Mirza..

MQM in past used to whine and aggressively oppose the idea of restoration commissionerate system but now that they're no more with govt so Zardari have nothing to loose by restoring commissionerate system. Still although MQM is no more in a position to blackmail govt but they still are holding Karachi city as hostage on gun point so they still can wreck havoc here and try to get this decision reversed ..
